What is Ohloh's policy regarding "taking over" of an empty project?

As the title says, what is the policy here regarding taking over an empty project? Specifically I want to take over https://www.ohloh.net/p/avs. It has no useful information on this website and almost as little on the homepage. It has no source repository to track.

I want to own the project here on Ohloh and point it to my own code.

I also wonder why you have such illegible captchas.

You may not take over a project, but you may be allowed to use that resource. As for captchas, if they were very legible, they'd be useless. (OCR likes nice, clean images after all...)

I'll take a look at the avs project and see if it has any encumbrances then let you know.

That project was automatically created by ohloh for a SourceForge project that appears to have never gotten off the ground... You may go ahead and set up housekeeping there but be sure to apply to be the manager and if you run into any problems, please let me know here. Also consider locking down the project (settings / permissions / Managers Only) to keep the graffiti down. We can disinfect the premises and start over if needed, but I'm basically lazy and you should be able to achieve what you're looking for as-is.
