Centralized all commander build options in armcom (propagates to other comm defs). Chili Integral Menu: Now with tabs! (comes with free useless scrollbar) Also fixed tab switching, now it only works for factories and the units tab. Mex anim doesn't take forever to get up to speed. Chicken Brood Queen turns faster, turninplace = 0.

CAI: * Compacted and fixed heatmap code. It was more broken than I thought. * As a result combat unit movements are smarter. * Added propper stuck unit disbanding. With the 0.82.6 release there should be no AI pathing problems.
