It is primarily targeted at internal stakeholders in the software development lifecycle (managers, developers, and testers). The name is derived from the term, "bug", the initials of the creator, and the musical instrument traditionally used in the military to cut through the confusion of the battlefield.

Bugler is easy to adopt, easy to administer, and will always be free.
