Problem/Motivation
I'm trying to import a site with a lot of tags, where it is of some importance that empty lines are kept. But whichever setting I use for the import, these are lost in the conversion.
Is there anyway this can be fixed, either with a setting or a code change?

trying the included sample import causes an error?
User warning: The following module is missing from the file system: xml-transform. For information about how to fix this, see the documentation page. in _drupal_trigger_error_with_delayed_logging() (line 1143 of /var/aegir/platforms/drupal-7.59/includes/bootstrap.inc).
Any ideas?

dl() doesn't exist in my docker PHP container. The concept of dynamically loading an extension seems to be outdated for security reasons. I removed the code attempting to dynamically load libraries and instead just go with the warning about enabling the extension in your PHP settings.

The latest Drupal core update (7.50) produced this warning message on our sites with Import HTML enabled:
