This web site allows you to build and maintain it, its authors and users. You and the authors of the articles do not need to know anything about voice markup.
It is writtten in PHP. It only runs on linux with the apache web server, PHP5 and mysql. You must be allowed to use mod_rewrites because the .htaccess file needs to use the rewrites.
