https://www.openhub.net/p/wikibots/enlistments?page=10 has a couple projects marked as failed since 5 months ago: https://git.gitorious.org/bots/mwcheckusage.git and https://git.gitorious.org/mediawiki-backup/mediawiki-backup.git .

I read https://www.openhub.net/topics/9373 but I don't understand what we should do if the repository isn't available on gitlab. Is there a way to mark it frozen without removing it? If I delete the enlistment, will the code be deleted from your mirror?

I apologize for the late response.

You may remove the code location if it is no longer available. I see that the mentioned gitorious code locations are already removed. We do not currently have a way to freeze an enlistment. On deleting an enlistment, the code is indeed deleted from our servers.
