How should we announce the release of an open source project?

On which sites should we announce the release of an open source projects? How can we do this within ohloh? Are there any strategies or protocols to follow?

Software does something, so in most cases you need to announce where the end users will see it. If you are looking for help programming then places like SourceForge a berlios are a good place to send out notices.

I developed my project in part because it was needed to myself and a few users of an Usenet discussion group. For this reason, I usually announce new releases on this discussion group, since I participate often to it and I know there is an interest from other people. Anyway, I pay a lot of attention not to spam with lot of announces.
Sometimes, there are lists of useful software maintained by users of a discussion group or forum. You should try to contact the maintainer of those lists in order to add your project.
Apart from that, gam3 is right: Freshmeat is a wonderful place for announcing software and has a great visibility.
