Allow tagging of portions of t

Allow tagging of portions of the repository as library so as to increase the accuracy of the language scanning, and lines of code.

My project (openmoney) is listed as having 16k lines of code and mostly written in Javascript. This is very misleading, and the only reason it shows up that way is because the repository scanner is assuming that all the code in the repository is part of the project, when in fact, large amounts of it are simply libraries, or part of a supporting application framework that I need to include from other sources (i.e. rails, scriptaculous, rails, rspec, rauth, etc).

If there were a feature where I could simply type in directories that were tagged as libraries or framework then ohloh could report that information, which would be extremely interesting in itself, especially if those libraries/frameworks were also listed as ohloh projects! Then you would get relationships between projects at the code level, not just at the tagging level.

Note that some of the libraries that I'm including are included as svn externals, so a short hack would be to add an option which simply ignores any externals.

ohloh is fantastic, but this one problem makes some of the key information that it provides, less that useful, in fact almost useless, because the claims about amount of code and language are just plain false.
