Download Failures

We've had multiple hardware troubles over the last week, which are now mostly resolved (I hope).

Also, it's not unusual for a job to fail even when our servers are working fine. Most of the download failures we get are not fatal, and are usually caused by a network hiccup or a CVS server going down for a few minutes. We always require a manual restart in these situations just to double-check that nothing is running out of control.
